District Urdu Policies Launching Ceremony

Human & Democratic Rights Programme of Sungi Development Foundation arranged district Urdu polices launching ceremony in district council hall Abbottabad.  Nazim Abbottabad district Sardar Haidar Zaman chaired the ceremony while district Nazim Haripur Yousaf Ayub Khan was the chief guest. Government Line Agencies (GLAs), local government elected representatives, journalist and activists of civil society organization and member of district political parties attended the ceremony.

Mukhtar Javed Manager Human & Democratic Rights Programme welcomed the participants and stated the objective of the ceremony that was to share with the participants Sungi's work about the translation of the policies of all devolved district departments into simple understandable Urdu language so that a common person can know about the policies of service delivery department and get the maximum benefit from these service provider without any bribe or political recommendation.   He appreciated team work of EDO Finance who helped Sungi in the translation of district policies into Urdu. A major hurdle in the failure of local institutions to exercise their duties is outdated policies, written in English language and implemented on those segments of society, who even are unlettered and can not understand the policies. These bottlenecks pave the way for systematic corruption, bribing the staff by the community solve their issues he further said.

Mr. Inayatullah Waseem EDO Finance Abbottabad gave a detailed presentation about the district polices and the need to translate the policies into Urdu. He admired Sungi for taking interest in the improvement of district policies and thus contributing in good governance at the local level. He requested Sungi to start work on the formulation of pro-people polices at the local level.

DCO Abbottabad congratulated Sungi and emphasized on the GLAs to implement district polices in its true letter and spirit and extend the support to the people in their respective sectors.

Yousaf Ayub Khan chief guest of the ceremony admired the work of Sungi and said that it should have been the job of civil bureaucracy and GLAs to provide the people with easily understandable policies but unfortunately their attitude and behaviors are not people friendly and they intentionally want to keep the people away from the polices matters.  

Sardar Haidar Zaman Nazim Abbottabad and chair of the event said that a common citizen is not satisfied with the social service delivery by local institution that is why they feel more comfortable to approach Non-Government Organization and other donors. The local institutions thus become more indifferent to people. In this situation a lay man banks upon the clerical staff to solve their small issues. In this way there is another implicit pseudo-institution system efficiently working in the country since its independence. He reiterated on the present government not to change the LG system 2001 radically.

Sheikh Asad Rahman Director Programmes Sungi, in his concluding remarks, appreciated the work of Human & Democratic Rights Programme of Sungi and EDO Finance Abbottabad to translate the policies into Urdu. He assured the DCO and EDO Finance to provide the copies of translated policies to all districts of Hazara Division and to the Naizm  of each UC of Sungi working areas. We will arrange orientation sessions on the policies for the better understanding of UC elected members and general masses said Sheikh Asad Rahman. He distributed the set of policies among district Nazim, Tehsil Nazim and other GLAs at the end of event.
