| Prime Objective: To work proactively
with the local communities, civil society, and legislature and administrative/executive
to enhance their capacities and competencies for good governance and democratization.
Other Objectives: Developing and introducing a more
focused and integrated Rights Based Development Programme that help communities;
• Sensitizing on essential HR and political issues
• Enabling towards informed decision making on civic and human rights
• Assisting and developing alternate leadership in
• the perspective of national/international scenario
• Building the capacities to understand, analyze and then formulate
a plan of action
• Enhancing potential to respond though collective actions, reach
out to the decision making forum and influence power structures
• Developing linkages/networks in a more composed and regular manner
with local, international and national rights based initiatives, forums
and institutions
• Developing rights based theatre and radio programme
• Develop rights based research agenda which could complement and
link Sungi SM and development to national level rights oriented advocacy
campaign
Themes of the programme: The following themes identified
for the programme:
1. Rights
Under this theme HDR ensure that partners’ communities are attentive
to their human, democratic and legal rights. Following awareness raising
and capacity building activities are being carried out in the field to
support the theme;
1. Civic and Political Rights (CPR)
2. Labor and Livelihood Rights (LLR)
3. Social and Cultural Rights (SCR)
Through the above mentioned training modules, HDR try to ensure that
peoples are sensitive to their basic rights and the obligations, their
Labour and livelihood rights and high quality interaction are provided
at the local level.
2. Governance
Under this theme HDR try harnessing opportunity for all concerned to make
local govt; system an effective means of alleviating poverty and promoting
good governance at local level and upward. Following awareness raising
and capacity building activities are being carried out in the field to
support the theme;
• Enhance linkages and networking with local government and GLAs
• Enhanced capacities of local government elected representatives
• Organize ‘gender and governance’ training for LG department
• Organize capacity building prog: for political parties at the
district level
• Live talk sessions of UC Nazim, ERRA and DCO
• Facilitate participation of activists in UCA/TCA and DCA session
• Assessing & empowering effectiveness and functionality of
LG committees
3. Training and Field Research
In order to build the capacity of the community activist HDR facilitate
a number of capacity building sessions, seminars, training and theatre
programme. A series of sessions delivered to VC/ACC activists to make
them aware about;
• Civic & Political Rights (CPR)
• Labor and Livelihood Rights (LLR)
• Social and Cultural Rights (SCR)
• Gender equity/eliminating violence against women
• Life skills sessions at school level
• HDR orientation sessions for journalist
• Entitlement rights w.r.t earthquake damages
• Capacity building of LG elected representatives
• Awareness raising session on spheres standards
A series of need based training are given to the peoples on the themes;

Field Research: The goal of HDR research is to educate partners through
dissemination of relevant pamphlet, brochures, booklet and other written,
material. The themes chosen reflect the pressing needs of the partners’
and pertinent to specific….. national level concern of the time.

solution of their problems on;

4. Education Theatre
Addressing thin-skinned issues HDR capacitates community volunteers in
education theatre on numerous thematic issues like;
• Political rights of women
• Rights of marginalized & destitute
• Food security
• Voter education
5. Using Media
Developing rights based radio programme, HDR arrange issue specific talk
shows to make the peoples aware about the government policy. Following
series of programme broadcasted after quake 2005;
