Structure

Structure of the program  

Keeping in view the above mentioned objectives, the program needs a refined structure to take forward the challenges in coming years. HDR works through the following components namely: 

1. Trainings 

  •  VC Level.
    • Basic Human and Democratic Rights training
    • Budget literacy
  • ACC Level.
    • Advance level Human and Democratic Rights training
    • Budget literacy
    • Gender Responsive Budgeting (GRB)
  • National level (for partners from networks)
    • HDR offers national training in RBD for the civil society partners from provincial and national networks. The idea has been generated through HDR previous experience where plenty of requests for HDR trainings were being received from our partners and from different networks as well.
  • Staff Training.
    • For the staff orientation on regular basis
    • Fundamental human rights training 

2. Research:

Although the research component is inbuilt in Monitoring and Evaluation Section of Sungi, however HDR took lead in some of the research topics and completed the papers on labor issues, land tenancy, future of LG system, how to prevail justice at local level, Budget analysis of 4 district of Hazra division, translation of policies of district devolved department of NWFP into Urdu, Human Rights Monitor. Similarly research with the coordination of Free and Fair Election Network (FAFN) on real price Index, health, education, police, and judiciary violation of women rights in Hazara division is also ongoing.  

3. Theatre 


Theatre to empower the marginalized:
allows  HDR to use alternative media to propagate the same messages that form the foundation of the training and research components and also to highlight the sensitive issues, extract the popular but informed view point,.

The program dilated its radius over the past years gradually to the society at large by engaging different civil society groups (from among the working areas as well as at divisional, provincial, and national level) into debates, interaction and coalitions. i.e. for an effective involvement of the partner communities in the political process during the past years the program actively served through different initiatives i.e. public forums, interface meetings with GLAs and elected representatives,  candidates forum, Ulema forum and general public, dissemination of informative print material about electoral process, and importance of applying political rights. 

Specially after the announcement of devolution plan by the military govt. the launch of an organized political awareness campaign named “Democratic Rights and Citizens Education Program” in NWFP in 2001 resulted 37% fresh leadership elected in the local councils having 17%women from among the partners. 

Theater for empowering the marginalized, a street theatre of Sungi is a regular mobilization tool of Sungi since the inception of HDR. HDR trained local human rights activist to develop and perform theater on various social issues. The group prepared and performed theatre on the following issue;
 

  1. Food security 
  2. Good Governance  
  3. Disaster Management  
  4. Peace tolerance  
  5. Role of women in LG election 
  6. Violence against women 

Publications: 

HDR produced dozens of booklet, pamphlets, flyers, guidelines, and other IEC material for the education and sensitization of partner’s communities about their fundamental rights, Some booklets and a list of IEC material is given on the website. 

Looking ahead in coming years


Program visualized the fact globalization and current period of frequent national and international socio-political changes directly affects the human rights and socio- political domains. Sungi’s working area keeps its uniqueness of indigenous topography and dynamic sociopolitical and religions structure, which has a greater potential of vulnerability against the external factors of globalization, emerging uniformity of trade, culture and sovereignty of the region. Beside this due to the less effective practice of democratic norms a weaker society at large exists where traditional elite tends to monopolies political process and alliance are built to ensure maintain it, there is a greater potential of human rights violations, gender discriminations and economics disparities. This provide opportunity as well, therefore education, awareness and collective efforts have become far more critically important for the struggle of access and practice equally all the human rights. And responsibility lies with the programs like HDR to duly analyze and design the strategies to built collective and effective responses to this scenario because otherwise the practice for the of process of change can even be dangerously myopic and eventually a source of
disappointment for the communities Sungi works with.

 

HDRconceived essentially as ground for promoting such an activism to begin the difficult process of inducing change or transformation, intends to hold the true philosophy that defines the Sungi’s vision - ‘development process is Political and no development is possible without understanding and thereby challenging unjust and unpredictable political and social structures. HDR future role will endorse the Sungi’s history of passionately advocating for the rights of marginalized and for organic political process to protect these rights. Therefore HDR reframed its approach with the following components in the manner to complement the whole struggle for promoting alternate leadership i.e. for enhancing good local governance by effectively linking VC/ACC with newly elected local bodies for local administration, planning, and management of local development endeavours and for this very purpose conduct of systematic refreshed training and awareness program to capacitate the newly elected bodies to strengthen them for a due course of engaging in political actions and to reflect the changing prioritization in political arena.

 

On the other hand activists would be trained to engage with elected and public representatives and public institutions so that a culture of dialogue, accountability and governance monitoring can be developed at the grassroots. This initiative would help to reduce the gap between the masses and elected and public representatives and institutions. The following themes would direct the program in the coming years: 

  • Awareness on fundamental human and democratic rights 
  • Civic education through alternate use of media like theatre, radio, cable/TV and debates 
  • Promoting social justice by doing research            
  • Strengthening of networks and forums 
  • Governance monitoring at local level 
  • Bridging the gap between elected representatives and the constituents 
  • District budget literacy and Gender Responsive Budgeting (GRB) 
  • Promoting peace, tolerance & harmony
